Young girls in nine schools in Southampton have offered contraceptive implants to young girls as part of sexual health clinics.
It is thought the practice is widespread after ministers ordered councils to spend money on offering implants and other long-acting contraceptives in schools three years ago.
Parents have complained that their daughters were being fitted with the implants, that are designed to stay in place for a number of years, without their knowledge.
