Ken Clarke said plans to guarantee children a “meaningful relationship” in law with both parents after a divorce was not “about equal division of time”. Instead the relationship was likely to be defined as “the quality of parenting received by the child”.
Mr Clarke made his comments as he unveiled the government’s response to the Family Justice Review, which unveils a raft of legislation and measures intended to reduce acrimonious divorces.
Among other changes, Mr Clarke said that separating parents would be forced by law to attend mediation proceedings to try to cut down on cases going through the courts.
The Government was also developing a new website to help couples manage a divorce together, as well as new parenting agreements, in which couples can set out how much access grandparents can have to grandchildren after a divorce.
